Bush Has Spending Limits?

Think about this when realizing what an amazingly irresponsible spender Bush has been. We probably would have been better off with different parties in control of the Executive and Legislative branches--something to remember in 356 days. When a single party controls these two branches of government there appears to be no checks and balances.
